校园生活

一、校园一卡通(学生证)
1、在报到接待日报到的新生可以凭学号现场制作学生证;未在报到接待日报到的新生请先到招生办公室获取学号,然后前往上海大学信息化办公室(延长校区:行健楼一楼,宝山校区:D楼605室)制作学生证。
如学生证遗失,可以在上海大学信息化办公室补办,工本费为人民币10元。
2、学生证可以在学校食堂内充值和消费。充值地点:延长校区第一食堂,宝山校区所有食堂均可充值。
3、学生证可用于登陆上海大学校园网。使用方法如下:
(1)打开校园网登录页面http://services.shu.edu.cn/
(2)输入学号作为用户名,输入护照号作为初始密码,登录校园网后可自行修改密码。
(3)如无法正常登录校园网,请咨询上海大学信息化办公室。
4、学生证可作为留学生公寓楼门禁通行卡使用。

二、留学生公寓住宿管理规定
(一)住宿制度
1、房间安排
A.留学生的住宿房间由学院后勤服务中心统一安排,语言生、本科生、研究生原则上安排双人间,博士生安排单人间。
B.坚持男、女分住的原则,均在我校学习的留学生夫妇如需合住,需提出申并出示夫妻关系的法律文件。
C.学生不得擅自更换房间,如确实需更换房间,需说明原因,经学院后勤服务中心办公室同意后才能更换。如果房间和设施出现严重损坏请及时告知前台,由公寓管理人员根据情况安排修理或调换。
D.留学生要搬到校外住宿,需先到学院留学生事务办公室办理校外住宿相关手续,再到前台办理退房手续。
E.如下个学期继续在我校学习,须在本学期结束前二个星期到各留学生公寓前台办理预订住宿登记。
2、用电补贴
A.留学生公寓楼每月用电量补贴标准如下:

B.每月10号之前需支付超额电费,未按时支付,后勤服务中心将发警告通知,若三天内还未支付,将取消用电。

3、住宿规定
A.留学生应爱护楼内的公共设施和房间内的家具用品、电器设备及墙面;如有人为损坏,后勤服务中心有权对其进行警告和处罚。
B.宿舍楼内设有视频安全监控系统,不得随意触碰,违者罚款。
C.保持楼内公共区域的卫生。不要在楼内乱贴广告、乱扔杂物,楼内不能饲养宠物。
D.楼内不能大声喧哗,夜间播放音乐、看电影电视需控制音量,避免影响他人休息。严禁在楼内进行赌博、色情、贩毒等非法活动。
E.公寓楼实行24小时门禁制度,一人一卡刷卡进楼,外出请在24:00前返回公寓,过时须登记进楼。

F. 每月一次不定期检查各房间的用电量、卫生及安全情况。
4、退房
A.因学习期满或其它事宜离校回国,需提前10天到留学生事务办公室领取并填写《上海大学外国留学生离校手续单》、提前2-3天告知公寓前台工作人员,办理完相关手续后方可离开。
B.学院毕业、结业典礼之后7日内必须办理退房手续,下学期继续学习的留学生应办理续费延住手续。
5、行李寄存
A.留学生学习期间寒、暑假回国需寄存行李,可到公寓前台办理行李寄存登记。行李寄存时间为3个月,如逾期无人取回,将作无主物品处理。
B.留学生住宿期间寄存行李,在学期结束后一个星期内取回或重新办理寄存登记,如学期结束回国时没有重新办理寄存登记,将作无主物品处理。
6、奖学金生的住宿表现,将作为奖学金评审的参考依据;其他留学生的住宿表现,将作为各类评优的参考依据。对于违反各项公寓管理规定的留学生,将按留学生公寓管理规定相关条文处理。
(二)安全制度
1.注意用电安全。不得在房间内私接电线,禁止使用电热毯、电炉、电饭煲、电炒锅等高功率的电器设备,如有违反将被没收并进行罚款。在公用厨房使用电磁灶或煤气灶时,人不要离开,以防止溢出引起漏电或煤气泄漏。所有的电器设备用完后及时关闭电源。
2.注意防火。不得把易燃易爆物品带进楼内,禁止在房间内使用明火。熟悉每个楼层的安全出口。不要随意移动消防器材。
3.公寓楼内禁止吸烟,如有违反,一经发现,将给予处罚。
4.保管好个人财物。请勿将贵重物品和大量现金存放在室内。注意自身安全。妥善保管房间钥匙,不要随便借给他人。离开房间时一定要锁好门窗,关闭所有电源开关,以防发生意外。
5.保护自我,防止意外事故。校园内不得酗酒,不得飙车。如有聚会活动,要向学院留学生事务办公室提出申请,经批准后才能举办。聚会时,不可大声喧哗,控制音响音量,以免影响他人学习和休息,23:00前必须结束。
6.公寓内如发生火警、漏电、漏煤气等意外事故,请速向学院后勤服务中心办公室或公寓服务台报告。
7.后勤服务中心将对留学生宿舍进行不定期的房间安全检查。
8.请记住以下常用紧急电话号码:

(三)访客制度
1.留学生和访客需遵守公寓会客时间规定。具体时间如下:
周一~周五:12:00—23:00
周六、周日:10:00—23:00
2.留学生的同胞、朋友来访时,需出示本人有效证件,经前台人员审验,办理好会客登记手续后方可进入楼内。
3.留学生和访客必须严格遵守会客时间,访客应在规定时间内离开留学生公寓。
4.访客不得擅自在房间内留宿。
(四)违纪处理
5.留学生在学习住宿期间违反留学生公寓管理的各项规定,后勤服务中心有权进行以下处理:
1. 根据违反公寓管理规定的不同情节给予相应处罚。
2. 取消住宿权利;
3. 对于严重违反公寓规定的,将上报学院,由学院按学校规定进行处理。
具体处罚规定如下:
1.留学生住宿期间若拖欠房费一个月以上,取消住宿权利。
2.留学生住宿期间违反住宿管理规定,损坏公共设施、房内家具、设施、墙面等,需按原价双倍赔偿。
3. 留学生在公寓楼内打架斗殴、酗酒闹事,通报留学生事务办公室给予行政处分;若影响恶劣,取消其住宿权利。
4. 留学生住宿期间违反公寓安全制度,在房内使用禁止使用的电器、明火等,当场没收禁止物品,并根据情节轻重处以50元~500元的罚款;在公寓楼内抽烟者,罚款200元;使用违禁电器或明火危及公寓楼公共安全的,取消其住宿权利。
5.破坏公寓楼内安全监控者罚款300元人民币。
6.留学生住宿期间违反校园安全规定,骑无牌无证摩托车者,摩托车将被扣押,交校武保处处理。
7.留学生住宿期间违反访客制度,擅自留宿访客者,按房费3倍罚款,情形严重者通报事务办进行行政处分;若屡教不改,取消其住宿权利。

三、留学生社团管理与校园活动
学院每学期均组织各类学生活动,时间参照开学前公布的《日程安排表》,具体安排以学院的通知为准。
1. 上海大学留学生联合会(ISU)是各国留学生联谊的学生组织,下设各类学生兴趣社团,组织各类留学生活动,欢迎同学们参加。学生成立社团,必须依照《上海大学学生社团管理条例》就社团宗旨、章程、活动内容、形式和负责人等内容提出书面申请,经有关职能部门签署意见后由校团委审批。
2. 学生社团应在宪法、法律法规和学校的规章制度范围内活动,不得从事与本社团宗旨无关的活动,同时接受学校的指导和管理。
3. 留学生申请举办活动需遵循以下规定:
(1)学生开展文娱、体育等活动不得影响学校正常的教学秩序和生活秩序。
(2)提前五个工作日向留学生管理办公室提出申请,征得同意后方可举办。(附件5:留学生活动申请表)
(3)活动期间必须严格遵守活动地点和活动时间的规定。
(4)活动中不得进行商业宣传、宗教仪式、传教。
(5)申请人必须对所申请活动负责,活动期间必须严格遵守校纪校规,不得酗酒打架,不得喧哗吵闹,确保活动安全顺利进行。
(6)学生社团邀请校外人员到学校进行社会、政治和学术活动均需经学院及学校团委同意。
(7)学生举行大型集会、游行、示威等活动,须按法律程序和有关规定获得批准。对未获得批准的,学校依法劝阻或制止。
(8)如有违反者,学院将按照相关规定处罚,并取消今后活动申请资格。
四、就医指南
1、当学生发生疾病时,持国际医疗保险的留学生应到所持医疗保险机构指定的医院就医。在上海大学参加学生综合保险项目的留学生可以到上海市内的公立医院就医,需要就医指导请拨打24小时理赔及救援咨询电话:4008105119接通后按1键。
2、留学生突发疾病需要帮助时,请立即联系所在宿舍楼的前台工作人员或者留学生事务办公室的辅导员老师。工作人员和老师能在联系急救车、翻译和解释医嘱、处理保险理赔等方面提供必要的帮助。
3、上海大学校医院
(1)各校区均设有校医院门诊部,留学生可持校园卡挂号就诊,医疗费用需要先全额垫付。
(2)校医院门、急诊时间如下:
A.门诊时间:
星期一--星期五:上午:8:00--11:30;下午:1:00 --4:30(星期五1:00--3:00)挂号提前15分钟结束。
B.急诊时间:
宝山校区实行24小时值班制。星期一--星期五11:30—1:00及4:30以后,双休日及节假日为急诊时间。值班室有医师护士值班,处理可能发生的紧急情况。
C.寒暑假期间,安排假期值班,值班时间为8:30—16:00,正常门诊及夜间值班停止。

Campus Life

Section One Student ID Card
1. You can get a student ID number and make a student ID card on registration day. If you register outside of registration day, you may verify your student number with an Admissions Office counselor, then report to the SHU Information Center Office (Located in Yanchang campus: Building Xingjian 1st floor; Baoshan campus: Building D room 605). The staff of the Information Office will then issue your student ID card.
In the case of a lost of student ID, students may apply to have a new copy issued. The reissuance fee is RMB 10 yuan.
2. The student ID card can be used as a rechargeable debit card to pay for goods in the school cafeteria and supermarket. There are two locations where you may recharge your card: the cafeteria in the Yanchang Campus, and the cafeterias in the Baoshan campus.
3. The student ID card can be used as free campus network account by doing the following:
a. Open the login page: http://services.shu.edu.cn/
b. Input your student ID as the user name and passport number as the password. You may change your password after first logging in.
c. Contact the SHU Information Center Office if you need support.
4. The student ID may be used as an access card to the dormitory.

Section Two International Student Dormitory Rules and Regulations
1. Dormitory Rules
1.1 Room Arrangement
a. Rooms in the dormitory are assigned to international students by the Logistics Service Center. Language students, undergraduates, and postgraduates will live in double occupant rooms, doctoral candidates will live in single occupant rooms.
b. Male students and female students will be separated. If you are a married couple and wish to stay in the same room together, you must apply for it and provide relevant legal documentation (i.e. marriage certificate).
c. Staying in a room you are not assigned to is prohibited. If you wish to change rooms, please provide an explanation for approval from the Logistics Service Center in advance. If the room or facilities are severely damaged, please inform the front desk and administrative staff of the department will repair or replace the damaged facilities.
d. If you want to move to off-campus accommodations, you must complete the required forms at the International Student Affairs Office and then checkout at the reception desk.
e. If you want to continue to study and live in the dormitory, you should reserve the room registration two weeks before the end of this semester at the reception desk.
1.2. Free Power Quota

b. Any fee incurred due to use of electricity above the quota should be paid before 10th of each month. If any fee is overdue, the Logistics Service Center will issue a warning notice; if payment has not been cleared within three days after the warning,your power supply will be cut off.
1.3. The accommodation regulations
a. Students shall take a good care of the public facilities, furniture, electrical equipment and the walls of the dormitory. Any deliberate damage will incur penalties and fine from the Logistics Service Center.
b. The video security monitoring system in the building cannot be touched without permission; any violation will be fined by the Logistics Service Center.
c. Please keep the public area clean. No posters, littering, and pets in the dormitory.
d. Limit noise in the dormitory. Turn down the volume while listening to music or watching TV at night in case of disturbing others. Illegal activities like gambling, pornography and drug trafficking are strictly prohibited.
e. Dormitories are under constant surveillance. Students shall independently clock in and out using the student ID card. Please return to your apartment before 24:00; arriving after 24:00 means you are required to inform the front desk.

f. The Logistics Service Center will conduct a monthly inspection regarding the power, public health, and safety of the dormitories.
1.4. Check Out
a. If you need to leave for your country due to graduation or other matters, you must obtain and complete the 《School Leaving Form For International Students》at the International Student Affairs Office 10 days in advance, and inform the apartment receptionist 2-3 days in advance. Departure is permitted after relevant procedures.
b. You must check out within 7 days after the graduation and closing ceremony of the college. Students staying for next semester should go through the renewal and extended stay procedures.
1.5. Luggage Storage
a. If you want to store luggage during the summer or winter vacation, you can go through luggage storage registration at the reception desk. Storage time is 3 months or less. If not retrieved after three months, luggage will be regarded as ownerless.
b. Anyone storing luggage during their study should retrieve it or complete storage registration procedures again one week before the end of the semester. Luggage without valid storage registration will be treated as ownerless.
1.6. Scholarship students’ accommodation performance will serve as the main standard for scholarship distribution; other international students’ accommodation performance will serve as the standard for all kinds of awards. Any violation of the apartment management regulations will incur corresponding penalties.
2. Security Policies
2.1. Use electricity safely. Wire connections not approved of by administration, electric blankets, stoves, and cookers are prohibited in the dormitory rooms. Any violation will be fined depending on the circumstances and the equipment will be confiscated. Do not leave when you are using the microwave cooker or the gas cooker in case of the electric or gas leakage. Turn off power to these appliances when you are done using them.
2.2. Pay attention to fire safety. Inflammables, explosives and naked flames are not allowed in the dormitory. Familiarize yourself with the emergency exit of each floor. Do not move the fire equipment.
2.3 Smoking is not allowed in the dorm and any violation will be fined.
2.4. Please take care of your personal belongings. Do not store your valuables and large sums of cash in your room. Guard your keys well and refrain from loaning them to others. Be sure the doors and windows are locked and the power is off when leaving your room.
2.5.Prevent yourself from contingency. Excessive drinking and fast driving are not allowed on campus. Only parties registered with the International Student Affairs Office are allowed. The party shall end before 11:00pm and shall not disturb others.
2.6. Please inform the Logistics Service Center or front desk immediately when an accident like a fire or a power or gas leakage occurs.
2.7 The Logistics Service Center will conduct a periodic security inspection in the dormitory.

3. Visiting Rules
3.1 Visiting time
Weekdays: 12:00am-11:00pm;
Weekends: 10:00am-11:00pm
3.2. Visitors must show a valid ID and make a record before entering.
3.3. International students and visitors shall strictly abide by the reception time. Visitors must leave the dormitory within the specified time.
3.4. Visitors are not allowed to stay overnight.
4. Disciplinary treatment
If international students violate the apartment management regulations during the period of study and accommodation, the logistics service center has the right to conduct the following:
4.1. Any violation of the apartment management regulations will be punished according to the specific circumstances.
4.2 Withdraw accommodation rights.
4.3 Serious violation of apartment regulations will be reported to the college and punished by it according to school regulations.
Specific punishment regulations as follows:
1.The accommodation right will be withdrawn if international students fail to pay for accommodation fees for over a month during their stay.
2.Any violation of apartment management regulations during the accommodation including damaging public facilities, the room furniture, facilities, walls, etc. will result in double compensation in accordance with the original price.
3. Fighting, excessive drinking, and loitering among international students in the apartment buildings will be reported to the International Student Affairs Office for administrative sanctions. The accommodation right may be withdrawn.
4.If international students violate the apartment safety system during the accommodation including using the banned electrical appliances, open flame, etc. in the room, the prohibited articles will be confiscated on the spot and a penalty will be required from 50 yuan to 500 yuan according to specific circumstances. There will be a 200 yuan fine for smoking in the dormitory. The accommodation right will be withdrawn if students endanger public safety of apartment buildings by using banned electrical appliances and open flame.
5.There will be a 300 yuan fine for damaging the safety monitoring equipment in the apartment buildings.
6.If an international student rides an unlicensed motorcycle, the motorcycle will be seized and disposed of by the Campus Security Office.
7.Any violation of the visiting system during the accommodation including taking in visitors overnight without authorization will cause a triple fine in accordance with the accommodation price. Serious circumstances will be reported to the affairs office for administrative sanctions. The accommodation right will be withdrawn if they refuse to mend their ways after repeated penalization.

Section Three International student association managements and campus activities
The college organizes various kinds of student activities each semester according to the schedule released before school begins. Specific arrangements are subject to the notices of the college.
1. Shanghai University International Student Union (ISU), a student organization for international students to encourage community, has a wide range of student interest associations and organizes various kinds of student activities welcoming students to participate. An association should be established by students through putting forward a written application covering community purpose, association articles, content, form and person in charge etc. in accordance with Shanghai University Student Association Management Regulations and being approved by Youth League Committee before the relevant functional departments sign comments.
2. Student associations should function within the scope of the constitution, laws and regulations as well as rules and regulations of the school and can not engage in activities unrelated to the purpose of the association under the guidance and management of the school.
3. Students applying for organizing activities should observe the following requirements:
(1) Students should develop recreational and sports activities without affecting the normal teaching order and living order in the school.
(2) Apply to the International Student Management Office with five working days in advance and organize activities after approval.
(4)Activities shall not involve commercial publicity, religious ceremonies and/or missionary work.
(5)The applicant must be responsible for the applied activity and strictly abide by the school disciplines during the activity. He can not overdrink, fight or clamor to ensure the activity proceed securely and smoothly.
(6) The student association shall be approved by the college and Youth League Committee to invite outsiders to the school for social, political and academic activities.
(7)Students shall be approved in accordance with legal procedures and relevant provisions to organize mass gathering, demonstrations and other activities. Or the school should dissuade or stop according to laws.
(8) Any violator will be penalized by the college in accordance with the relevant provisions and can not apply for activities in the future.

Section Four Medical Guide
1. Students with international health insurance may go to the designated hospital.
Students with health insurance offered by CIE may go to the public hospitals for medical treatment. Please dial the 24-hour claims and rescue number: 4008105119 then press 1 key for medical treatment guide.
2. When emergency medical help is needed, please immediately contact the front desk staff or the counselor teacher from the International Student Affairs Office. Staff and teachers can provide the necessary assistance in contacting the ambulance, translation and interpretation of medical advice, dealing with insurance claims and other aspects.
3. Shanghai University School Hospital
(1) The outpatient department of the school hospital is established in every campus. International students can register and see a doctor with their student ID card and need pay all medical expenses in advance.
(2) Consulting time and emergency time of the school hospital as follows:
a. Consulting time:
Weekdays: 8:00am-11:30am; 1:00pm-4:30pm(1:00-3:00 on Friday)
b. Emergency time:
Baoshan campus is on duty full day. Emergency time includes 11:30am-1:00pm and the period after 4:30pm on weekdays, weekends, holidays and festivals. Doctors and nurses are on duty in the duty room in case of emergency.
c. Holiday roster is arranged during the winter and summer vacation. Duty time is from 8:30am-16:00pm without normal outpatient service and night shift duty.
