一、奖学金发放
(一)奖学金由国际交流学院根据学校财务工作相关规定按时发放。新生报到后首月的奖学金以现金形式发放,次月的奖学金转入留学生个人银行账户。
(二)奖学金生必须在规定的时间完成报到。报到时间晚于规定时间15天以内的,当月奖学金减半发放;报到时间晚于规定时间15天以上的,当月奖学金暂停发放,直至完成报到手续。

二、学籍管理
(一)学籍异动
奖学金学历生如有休、停、退、转等学籍异动,应通知派遣国使领馆、派遣机构及奖学金管理机构,并在获得同意后参照学历生管理相关规定执行。
(二)奖学金延期
1. 本科生:由本人提出奖学金延期申请,经批准后最长可免除半年学费,住宿费按照相应奖学金住宿标准全额自费缴纳。
2.研究生(硕士、博士):由本人提出延期申请并经导师批准,第1年可免除学费;延期第2年,需交纳学费的1/8;延期第3年,需交纳学费的1/4;博士生延期第4年,需交纳学费的1/2;延期4年以上,需足额交纳学费。可延期年限按学校有关规定执行。延期第1年住宿费按照相应奖学金住宿标准全额自费缴纳;第2年起,按照自费生标准全额缴纳。

三、年度评审办法
(一)评审对象
1.下一学年继续在校学习的奖学金生;
2.因故不能按期完成学业申请延期的奖学金生。
(二)评审办法
1.中国政府奖学金/上海市政府奖学金
(1)大学全面考核奖学金生的学习成绩、综合表现,并在考核评比的基础上提出评审建议:继续发放奖学金、中止奖学金、恢复奖学金、取消奖学金。评审建议上报奖学金颁发单位审批。
(2)评审标准
A.学习成绩:考查范围包括上一学年期间所有课程的成绩。
B.综合表现:考查内容包括住宿表现、参加各类活动情况(包括志愿服务、公益慈善、社区共建、校园文化、学术交流、文体竞赛等)、奖惩情况以及导师与辅导员评价。综合表现分优秀、良好、合格、差四个等级。
(3)中止奖学金
被中止享受中国政府奖学金/上海市政府奖学金资格者,自下一学年开学起停发其奖学金。有下列情况之一者,中止其享受中国政府奖学金/上海市政府奖学金资格一年:
A.学习成绩未达标(详见当年度评审细则);
B.综合表现为合格及以下;
C.受到留校察看处分的。
(4)恢复奖学金
奖学金中止期满前,经本人申请,可以参加当年的年度评审,如评审合格,经上级批准后,可以自下一学年起恢复奖学金。
(5)有下列情况之一者,取消其享受中国政府奖学金/上海市政府奖学金的资格:
A.受到开除学籍处分的;
B.在校学习期间累计两次中止奖学金的;
C.无故不参加年度评审的。
被取消享受中国政府奖学金资格者,从公布之日起停发其奖学金,其享受中国政府奖学金的资格不得再恢复。
2. 孔子学院奖学金
(1)上海大学全面考核奖学金生的学习成绩、综合表现和汉语能力,并在考核评比的基础上提出评审建议:提供全额奖学金、部分奖学金或停发奖学金。
(2)评审标准
A.学习成绩:考查范围包括第一学期所选全部课程期末考试成绩、考查成绩和第二学期期中考试成绩。
B.综合表现:考查范围包括学习成绩总排名、学习态度、行为表现和考勤情况等。汉语国际教育专业硕士奖学金生须再次提交“孔子学院奖学金生承诺书”(以中文书写)。
C.汉语能力(HSK与HSKK考试成绩)
(3)有以下情况之一者,享受部分奖学金:
A.平均成绩低于80分,且低于75分有2门及以上。
B.综合表现评价为合格及以下;
(4)有下列情况之一者,停发孔子学院奖学金:
A.触犯法律法规及校规并受到处分的;
B.各科平均成绩低于75分;
C.低于75分的科目超过4门;
D.综合表现评价为“差”;
E.申请转学或休学的;
F.不参加年度评审的;
G.无故不参加HSK和HSKK考试或考试成绩未达到合格水平的;
H. 汉语国际教育专士奖学金业硕生拒绝提交承诺书。
(5)在学习期限内,停发奖学金和获得部分奖学金的学生如达到优秀或良好水平,可在下次年度评审中获得全额或部分奖学金资格。
(三)核查申请
留学生对奖学金的初评如有异议,可在奖学金初评结果公布之日起3个工作日以书面形式向评审委员会提出核查申请,评审委员会将在接到核查申请后3个工作日作出答复。









Chapter Four
Rules and Regulations for Scholarship Students

Section One Scholarship Granting
1. Scholarship is granted by College of International Exchange according to university’s rules of finance. After registration, the first-month scholarship is granted in cash. The rest is transferred into student’s account.
2. The student with scholarship must register on time. Students who register within 15 days after registration day are only entitled to half of the scholarship of the month. Students who register beyond 15 days after registration day are not entitled to the scholarship of the month until they finish registration.

Section Two Registration Status
1.Changes of Registration Status
If the status of registered scholarship students changes (temporary absence from school, suspension, drop-out, transfer of schooling), the consulate of sending states, dispatching institute and scholarship management institute should be informed. After being approved, school execute with the reference to degree student management regulations.
2.Scholarship extension
(1)Undergraduate: student himself applies for scholarship extension. After being approved, half-year tuition fee can be waived. Full accommodation fee is at student’s own expense according to the accommodation standard of scholarship.
(2)Graduate (MA, PhD): student himself applies for extension. After supervisor approved, the first-year tuition fee of the extension can be waived; 1/8 of tuition fee should be paid in the second year; 1/4 of tuition fee should be paid in the third year; Phd student is required to pay 1/2 of tuition in the fourth year; PhD student is required to pay full tuition fee if the extension is more than 4 years. The years of extension depend on different universities. The first-year accommodation fee is at student’s own expense according to the accommodation standard of scholarship. Since the second year, the accommodation fee is according to the standard of self-supporting students.

Section Three Annual Evaluate
1.Object
(1)Students who keep studying next academic year;
(2)Students who apply for extension.
2.Method
1.Chinese Government Scholarship/ Shanghai Government Scholarship
(1) University will evaluate student’s academic performance and general performance comprehensively, and then give out a final result: keep granting the scholarship, suspend the scholarship, renew the scholarship, or cancel the scholarship. The result is required to submit to the scholarship management institute for approval.
(2) Criteria
A. Academic performance: scores of all courses in last semester
B. General performance: accommodation behavior, activity attendance (volunteering, charity, community participation, campus culture, academic exchange, recreation and sports competition, and so on), reward and punishment, and evaluation from supervisor and adviser. General performance is divided into excellent, good, pass and fail.
(3) Scholarship suspension
A student whose Chinese Government Scholarship/ Shanghai Government Scholarship is suspended cannot be granted the scholarship from the following year. Those who are under one of the following circumstances, their scholarship will be suspended for one year.
A.Academic performance is below the standard (refer to the detailed evaluation standard of the year);
B. general performance is pass or under;
C.Obtain penalty of probation.
(4) Scholarship renewal
Before the end of scholarship suspension, the student can apply for taking part in the annual assessment of the year. If pass the assessment and get approved, the scholarship will be renewed from next year.
(5)Those who are under one of the following circumstances, their Chinese Government Scholarship/Shanghai Government Scholarship will be canceled..
A.Get expelled from university;
B.scholarship was suspended for twice;
C.Do not take part in annual evaluation without excuse.
Those whose scholarship is canceled cannot renew the scholarship anymore.
2.Confucius Institute Scholarship
(1) Shanghai University makes a comprehensive assessment of students’ academic performance, general performance and Chinese competence, then give out the results: granting full scholarship, partial scholarship or suspending the scholarship.
(2) Criteria
A. Academic performance: the final exam and the academic performance of the first semester and the mid-term exam of the second semester.
B. General performance: ranking, learning attitude, behavior, attendance and so on. The awardees of the scholarship for Master's Degree in Teaching Chinese to Speakers of Other Languages (MTCSOL) should resubmit “Confucius Institute Scholarship Commitment” in Chinese.
C. Chinese competence (HSK and HSKK)
(3) Those who are under one of the following circumstances will be granted partial scholarship
A. Average score is under 80, with two or more courses are under 75;
B. general performance is pass or under.
(4) Scholarship will be suspended if students are under one of the following circumstances.
A. violate the laws and school rules, and get penalty;
B. average score is under 75;
C. four or more courses are under 75;
D. general performance is “fail”;
E. apply for transfer or leave of absence;
F. do not take annual evaluation;
G. do not take HSK and HSKK without excuse or fail the tests
H. MTCSOL students refuse to submit commitment
(5) During the study, students whose scholarship is suspended or students who are granted partial scholarship can get full scholarship or partial scholarship in the next academic year if they become excellent or get better in study.
3. Apply for reexamination
Those who have objections to scholarship evaluation can propose a written application for reexamination to the review committee in three days from the date of promulgation. The committee will give a decision in three business days.
