一、留学生签证与居留许可
(一)入境签证
1、在中国学习半年以上的学生,凭学校的录取通知书、JW202表或JW201表、外国人体格检查记录,到中华人民共和国驻外使领馆申请来华入境X1签证。
2、在中国学习半年以下的学生,凭学校的录取通知书、JW202表或JW201表(如有需要),到中华人民共和国驻外使领馆申请来华入境X2签证。
3、因其他原因未能办理X1或X2签证的学生可以先申请其他类型的有效签证进入中国,然后根据学习期限在入境签证有效期内申请学习类签证或居留许可。
4、免签入境的留学生不得办理学习类居留许可或X2签证。应在免签停留有效期届满前出境后,申请X1或X2签证再次入境。
5、持有就业类居留许可或Z签证的外国人停止就业进入高校学习的,应提交原就职单位离职证明原件和复印件。
6、持有F签证的入境从事交流、访问、考察等活动的外国人及持有M签证的入境进行商业贸易活动的外国人停止上述活动进入高校学习的,应提交申请相关机构签发的邀请函复印件以及证明该生已经结束上述活动的证明文件。
(二)学习类居留许可
1、根据《中华人民共和国出境入境管理法》,凡持有效签证入境的人员,在中国学习时间超过一百八十日的,应该办理外国人学习类居留许可。
2、持X1签证入境的留学生应在入境之日起30日内办理学习类居留许可;持X2签证入境的留学生在签证停留有效期内,提交学校主管部门审核,经出入境管理部门同意,可申请办理学习类居留许可。
3、外国留学生首次申请学习类居留许可,须提交以下材料:
(1)护照原件和有效的入境签证原件
(2)学校宿舍楼前台或住宿地所属派出所出具的《境外人员临时住宿登记单》原件及复印件
(3)《外国人签证证件申请表》,一张近期2寸半身、正面、免冠彩色照片
(4)校方出具的,注明申请居留许可有效期的《外国留学生办证申请函》原件
(5)校方出具的《入学通知书》原件
(6)《外国留学人员来华签证申请表》(JW201或JW202表)第3联原件
(7)上海国际旅行卫生保健中心出具的健康证明原件
4、在校留学生居留许可到期,需要继续在校学习或延长学习期限者,须办理居留许可延长手续。学生可凭上述材料编号(1)-(4),到上海市出入境管理局办理。
5、再次申请居留许可时具有以下情况之一的,还应提交健康证明原件:
(1)上次居留许可有效期届满三个月后再次申请的;
(2)上次办理居留许可时申请人未满18周岁,现已年满18周岁的。
6、居留许可持有人的护照号码、就读学校等情况发生变化的,须在10日以内向出入境管理局申请办理变更手续。如护照号码变更,应提交新、旧护照或护照报失证明;如就读学校变更,应出示原就读学校的离校证明(如结业证书、毕业证书、学习证明等)、奖学金生转学应提交国家留学基金委签发的转学通知书等证明文件。
7、对因各种原因提前终止学业的外国留学生,应持学校出具的证明文件到上海市出入境管理局办理居留许可或X2签证注销手续。如未办理上述手续擅自离校的,校方将依法报告出入境管理局后注销其居留许可。
(三)X2签证
1、根据《中华人民共和国出境入境管理法》,凡持有效签证入境的人员,可根据需要和本人实际情况办理再入境签证、延长签证,签证有效期最长为一百八十日。
2、外国留学生首次申请X2签证(包括再入境签证、延长签证)须提交以下材料:
(1)护照原件和有效的入境签证原件
(2)学校宿舍楼前台或住宿地所属派出所出具的《境外人员临时住宿登记单》原件及复印件
(3)《外国人签证证件申请表》,一张近期2寸半身、正面、免冠彩色照片
(4)校方出具的,注明申请签证有效期及入境次数、停留天数的《外国留学生办证申请函》原件
(5)校方出具的《入学通知书》原件
(6)《外国留学人员来华签证申请表》(JW201或JW202表)第3联原件
(四)居留许可、X2签证的有效期
留学生事务办开具《外国留学生办证申请函》的有效期应遵循下列原则:
1、公费学历生每次办理居留许可有效期为一年;公费非学历生视其学习期限办理居留许可及X2签证。
2、自费学历生每次居留许可有效期视其所支付学费的期限而定。自费非学历生视其学习期限办理居留许可及X2签证。
3、居留许可、X2签证的有效期不得超过申请人护照的有效期。
4、居留许可、X2签证的有效期不得超过申请人在校学习时间。
5、在校学习六个月以上的留学生,应按规定购买学校指定的 来华人员综合保险后,方可予以开具《办证申请函》。
(五)居留许可、签证的办理费用和办证所需时间
办理居留许可和签证的收费标准参照上海市出入境管理局的相关规定执行。出入境管理局受理后,一般会在7个工作日内办好。
(六)补办护照和签证
1、发现护照遗失后,应立即告知辅导员,并到学校或者遗失地所在的公安派出所报失,说明遗失的具体情况:时间、地点、经过和护照号码及有效期限。公安派出所将出具《护照遗失受理单》。
2、将《护照遗失受理单》提交到上海市出入境管理局后,由该局签发《护照报失证明》,并给予30天的临时签证。申请人应在此期间凭《护照报失证明》到本国驻华使、领馆补办护照。
3、获得新护照后,应到留学生事务办公室登记,并持下列文件到上海市公安局出入境管理局申请补办居留许可或X2签证。
(1)申请人新护照;
(2)《境外人员临时住宿登记单》(填写的护照号码需为新护照号码);
(3)《外国人签证证件申请表》,一张近期2寸半身、
正面、免冠彩色照片
(4) 校方出具的,标注补办签证、居留许可有效期
的《外国留学生办证申请函》
(5)《护照报失证明》原件。
(七)停留签证
留学生因各种原因提前终止学业或在学业结束后需短暂停留,经出入境管理局同意,可申请办理停留期不超过30天的外国人停留签证。需提交以下材料:
(1)护照原件和有效的入境签证原件;
(2) 学校宿舍楼前台或住宿地所属派出所出具的《境外人员临时住宿登记单》原件及复印件;
(3)《外国人签证证件申请表》,一张近期2寸半身、正面、免冠彩色照片;
(4) 校方出具的,标注停留有效期的《外国留学生办证申请函》原件;
(5) 毕业、结业证书原件和复印件。
(八)外国留学生亲属申请居留许可、签证
1、持有居留许可的外国留学生的配偶、父母、配偶的父母、未满18周岁的子女,如在沪居留超过6个月,可以申请办理有效期不超过该留学生在华居留许可期限的私人事务类居留许可;如在沪短期探望(6个月以内),可申请办理S2签证,该签证有效期不得超过留学生在华居留许可有效期且在华累计停留期限不得超过6个月。
2、免签入境的外国留学生亲属不能申请私人事务类居留许可或签证,应在免签停留有效期届满前出境,重新申请S1或S2签证入境后方可办理。
3、外国留学生家属办理私人事务类居留许可、S2签证换发、延期手续时,应向上海市出入境管理局提交下列材料:
(1) 护照原件和有效的入境签证原件
(2)《境外人员临时住宿登记单》原件及复印件
(3) 《外国人签证证件申请表》,一张近期2寸半身、正面、免冠彩色照片
(4)所探望外国留学生就读院校出具的,注明亲属关系,申请居留许可停留期限或申请签证有效期、停留天数及入境次数的《外国留学生办证申请函》原件
(5)所探望外国留学生的有效护照、居留许可原件及复印件;
(6)亲属关系证明:有关国家主管部门出具的结婚证明、出生证明、收养证明、其他亲属关系证明及相关公证;外国驻华使、领馆出具的婚姻证明、出生证明、其他亲属关系证明、姓名等资料变更证明等。外国主管部门或者公证部门出具的婚姻证明、出生证明、亲属关系证明等应当经中国驻该国使领馆认证,或有该国驻华使领馆出具证明。外文证明应经具有翻译资质的翻译机构出具中文翻译,英文可除外。

二、留学生健康检查
1、留学生如需申请学习类居留许可,应在上海国际旅行卫生保健中心完成健康检查。
2、预约网址:http://www.sithc.com
3、所需材料:
(1)护照原件及护照页、签证页的复印件
(2)二寸免冠正面彩色照片4张
(3)《上海大学入学通知书》复印件
(4)填写完成的《健康检查申请表》
(5)填写完成的《知情同意书》
(6)境外签发的健康检查记录原件
4、注意事项:健康检查前5小时不要吃饭,可以喝水。
5、领取体检报告
(1)本人现场取证,需体检者本人在完成体检四个工作日后凭取证回执、本人有效身份证明原件到公共服务中心2号窗口取证。
(2)委托快递取证,体检结束后由体检者本人办理委托快递送证服务,体检证明将于完成体检四个工作日后送达。

三、留学生从事校外教学实习活动的管理规定
1、外国留学生校外教学实习活动,是指外国留学生按照学校教育教学计划组织实施的,不获取任何劳动报酬(车贴、餐贴等补贴除外)的校外实习活动。
2、从事校外教学实习活动的外国留学生,应符合以下条件:
(1)在上海大学学习的全日制学历生、交换生和进修生(语言生除外);
(2)持有上海市出入境管理局签发,包含实习加注信息的学习类居留许可证;
(3)不得同时在两个(含)以上单位从事校外教学实习活动;
(4)实习内容应包含在教学计划中并与本人学习专业相关;
(5)不违反中国法律法规和校纪校规。
3、如何申请
(1)外国留学生从事校外教学实习活动前,应向上海大学国际交流学院提交本专业教学计划书和《实习申请表》以供审核;(需填写实习单位的中文名称和地址)
(2)向实习单位提交《外国留学生教学实习单位指导意见书》,实习单位应知晓相关法律规定并加盖印章,提交国际交流学院;
(3)国际交流学院向上海市出入境管理局提交外国留学生校外实习信息表,进行实习备案;
(4)上海市出入境管理局审核备案后,国际交流学院向申请者出具《外国留学生校外实习证明》和《外国留学生办证申请函》。申请者应将以上文件及本人护照、《境外人员临时住宿登记单》、《外国人签证证件申请表》提交至出入境管理局办理实习加注。
如需同时办理学习类居留许可,应参考“学习类居留许可”提交其他材料。
4、外国留学生校外教学实习期间,如就读院校、实习单位发生变更,应暂时中断实习,重新办理实习备案和加注后才可恢复实习;如护照或居留许可证件发生变更,无需中断实习,但应重新办理实习备案和加注。
5、申请周期和费用
实习备案申请周期为14个工作日,实习加注申请周期为7个工作日。
同时办理学习类居留许可和实习加注的,按居留许可标准收费(400元/年),加注手续免费;单独办理实习加注的,每次收费200元。
6、未按规定办理实习备案和加注手续或超越《外国留学生校外实习证明》上所载明时间、地址、单位等范围的实习活动,为非法就业行为,本市各级出入境管理部门将根据有关法律法规对违法单位和个人进行处罚。

四、校外住宿
留学生如果选择在校外住宿须按有关规定办理校外住宿登记手续:
1、向留学生事务办公室提交与房东签订的租房合同复印件;
2、填写《上海大学外国留学生校外住宿登记表》,学生本人签字并由留学生事务办公室老师签字盖章;
3、携带租房合同原件、护照和《留学生校外住宿登记表》等相关证明材料在24小时之内至居住地派出所申领《境外人员临时住宿登记单》,否则将被视为非法居留。
4、携带《境外人员临时住宿登记单》至留学生事务办公室备份存档。
5、 注册报到前已居住校外的留学生也必须完成以上程序。留学生在校外住宿期间,居住地如发生变更,应在变更发生的3个工作日内到留学生事务办公室重新办理校外住宿登记手续,否则将被视作超期滞留,并由当地派出所进行处理。
6、遵守住宿地的相关管理规定,安全文明住宿。


Foreign Affairs Service

Section One The Student Visa and Study Type
Residence Permit
1.Entry Visa
(1). International students who will study in China for more than 180 days are required to apply for a X1 entry visa at the embassies and consulates of the People's Republic of China. Students must bring with them their Shanghai University admissions letter, JW202 or JW201 visa form, and the Physical Examination Record for Foreigners.
(2). International students who will study in China for less than 180 days are required to apply for a X2 entry visa at the embassies and consulates of the People's Republic of China. Students must bring with them their Shanghai University admissions letter, and their JW202 or JW201 visa form (if there is a need).
(3). International students who fail to apply for the X1 or X2 visa can apply for other types of visa to enter into China, and afterwards apply for a study visa or residence permit in accordance with the planned study duration during the validity period of the alternate visa.
(4). International students who received visa free entry shall not apply for a study class residence permit or X2 visa and should leave China prior to their visa free validity expires before applying for a X1 or X2 visa to enter China again.
(5). Employment type residence permit or Z visa holders who stop working to begin a course of study at a Chinese university shall submit the original and copy of their last employment resignation certificate.
(6). F visa holders who are allowed communication, visitation, and investigation privileges, and M visa holders who engage in commercial and trade activities shall submit a copy of the invitation letter issued by relevant agencies and documents proving that he/she has stopped doing such activities in China prior to their beginning university enrollment.
2. Study type Residence Permit
(1). According to The Exit and Entry Administration Law of the People's Republic of China, foreign residents who enter China with a valid visa and who wish to study in China for more than 180 days should apply for a study type residence permit.
(2). International students holding X1 visas should obtain a study type residence permit within 30 days from their first day of entry to China. International students holding X2 visas may apply for a study type residence permit within the validity period of their visa if the request is approved by the China Exit - Entry Administration Bureau.
(3). When international students first apply for a study type residence permit, the following files are required:
a. An original valid passport and accompanying valid visa
b. The original and copy of Registration Form for Temporary Residence issued to them by their school dormitory or local police station.
c. A filled Visa and Residence Permit Application Form, with a recent 2 and a half inch length color, passport- quality photograph of themselves.
d. The original Letter of Visa Application for School which indicates the validity period of the residence permit issued by the school.
f. The original third page of the Visa Application Form for Study in China (JW201 form or JW202 form)
g. The original health certificate issued by the Shanghai International Travel Health Care Center
(4). International student who need to continue study in Shanghai University or extend the study period when the residence permit expires shall make residence permit extensions at the Shanghai Administration of Entry and Exit Administration Bureau with the above materials demarcated a-d.
(5). Student meeting one of following conditions when applying a second time for a residence permit shall submit an original health certificate if they are:
a. Applying 3 months after the last residence permit expiry;
b. Under the age of 18 during the last period in which a residence permit is held and if they are no younger than 18 years old when applying for a second time.
(6). If there is any change regarding the student’s passport number, university choice, or other factors pertinent to their stay in China, the residence permit holder shall apply for a modification formality to the Shanghai Exit-Entry Administration Bureau. For passport number changes, both the new and the old passport or a police report for a lost passport shall be submitted. In changing the school leaving certificate of original school (such as course-completion certificate, graduation certificate or school report) shall be submitted and prize-winning fellows transferring to another school shall submit the transfer notice or other document issued by China Scholarship Council.
(7). International student who want to terminate study ahead of time for any reason shall hold a document issued by the school and apply for a residence permit or X2 visa cancellation procedure at the Shanghai Exit-Entry Administration Bureau. If student leave school without such procedure completed, school will report to Exit-Entry Administration Bureau to cancel the residence permit in accordance to the law.
3. X2 Visa
(1). According to the Law of the People's Republic of China on Control of the Entry and Exit of Aliens, foreign residents who enter China with a valid visa may apply for a re-entry visa and visa extension if necessary. The maximum valid period of the visa is 180 days.
(2). If you need to apply for a X2 visa (including re-entry visa and visa extension), you should submit the following materials:
a. The original valid passport and accompanying valid visa.
b. The Registration Form for Temporary Residence issued by the dormitory or local police station.
c. Visa and Residence Permit Application Form with a recent a recent 2 inch half-length color, passport-quality photograph with no head ornamentation.
d. The original Letter of Visa Application for School which indicates the validity period, number of entries, and duration of stay issued by school.
e. Original Admission Notice issued by the school
f. The original third page of the Visa Application Form for Study in China (JW201 form or JW202 form).
4. The validity period of the residence permit and X2 entry visa
The validity period of the Letter of Visa Application for School issued by the International Students Affairs Office shall follow the following principles:
(1)The validity period of the residence permit for registered government-supported students is one year each time. Non-degree government-supported students shall apply for the residence permit and X2 entry visa according to their period of schooling.
(2)The validity period of the residence permit for registered, self--financed students should depend on the term of paid tuition fees. Non-degree, self-financed students shall apply for the residence permit and X2 entry visa according to their period of schooling.
(3) The validity period of the residence permit and X2 entry visa shall not exceed the validity period of the applicant's passport.
(4)The validity period of the residence permit and X2 entry visa shall not exceed the applicant’s period of schooling.
(5) International students studying in the school for more than six months should purchase the comprehensive insurance for people coming to China designated by their school in accordance with the regulations for the issuance of the Letter of Visa Application for School.
5. The cost and time required to apply for the residence permit and visa
The charging standard for the residence permit and visa are according to the relevant provisions of Shanghai Exit-Entry Administration Bureau. Generally work on the residence permit can be completed within 7 working days after the Exit-Entry Administration Bureau accepts the documents.
6. Re-application for passport and visa
(1) In the case of a lost passport, you should immediately inform the instructor and report your loss in the police station near the school or at the missing location to explain the specific circumstances of the loss including time, place, details, passport number and validity period. The police station will then issue the Acceptance Form of Lost Passport.
(2) After the Acceptance Form of Lost Passport is submitted to the Shanghai Exit-Entry Administration Bureau, the bureau will issue a police report for lost passport and give a 30-days temporary visa. The applicant can re-apply for their passport by filling out a police report for a lost passport at the national embassy or consulate in China during the period of their stay.
(3) After receiving the new passport, the student will register at the International Students Affairs Office and take the following documents to re-apply for the residence permit or a X2 entry visa in Shanghai Exit-Entry Administration Bureau.
a. The applicant’s new passport;
b. Registration Form for Temporary Residence (write the new passport’s passport number);
c. Visa and Residence Permit Application Form with a recent a recent 2 inch half-length color, passport-quality photograph with no head ornamentation
d. Letter of Visa Application for School issued by the school which indicates the visa re-application period and the validity period of the residence permit
e. Original police report for lost passport
7. Visitor visa
International students who want to terminate their study ahead of time or stay temporarily after completion of studies for various reasons can apply for the foreigner visitor visa within 30 days of the study period’s completion to receive the approval of Exit-Entry Administration Bureau. The following documents are needed:
a. The original valid passport and accompanying valid visa;
b. The original and a photocopy of Registration Form for Temporary Residence issued by the school dormitory or local police station;
c. Visa and Residence Permit Application Form with a recent a recent 2 inch half-length color, passport-quality photograph with no head ornamentation;
d. The original Letter of Residence Permit Application for school which indicates the validity period of the stay issued by school;
e. The original and a copy of course-completion certificate, graduation certificate.
8. A filled application for a residence permit or visa for international students’ relatives
Relatives of international student should submit the following documents to the Shanghai Exit-Entry Administration Bureau when applying for a residence permit for private affairs, S2 visa renewal, and other related visa extension procedures:
(1) The spouse, parents, spouses’ parents, and children under the age of 18 of the student can apply for a residence permit for private affairs with a validity period no longer than that of the student’s residence permit if they wish to stay in Shanghai for more than six months. If the student’s dependents wish to stay in Shanghai for no more than six months, they can apply for a S2 visa whose validity period can not exceed that of the student’s residence permit and accumulated stay time should be within 6 months.
(2) Relatives of international students who possess visa-free entry cannot apply for their own residence permit or visa for private affairs. They should leave China before their visa-free stay expires and enter China after re-application of S1 visa or S2 visa.
a. The original valid passport and accompanying valid visa;
b. The original and copy of the Registration Form for Temporary Residence;
c. Visa and Residence Permit Application Form with a recent a recent 2 inch half-length color, passport-quality photograph with no head ornamentation;
d. The original Letter of Visa Application for School of the international student issued by school which indicates family relation, stay period of the residence permit or valid period of visa, days of stay and number of entry;
e. The original and copy of this international student’s valid visa and residence permit;
f. One of the following family relation certificates: marriage certificate, birth certificate, adoption certificate or other certificate of other family relation issued by the relevant state departments and related notarization; marriage certificate, birth certificate, certificate of other family relation and certificate of data change such as name etc. issued by foreign embassies or consulates in China. Marriage certificates, birth certificates and certificates of other family relation etc. issued by foreign authorization departments or notarization department should be authenticated by Chinese embassy or consulate in the country unless the certificate is issued by foreign embassies or consulates in China. Foreign certificates except for those in English should possess Chinese translations of their documents issued by translating institution with translating qualification.

Section Two Physical Examination
1. International students who want to apply for a study type residence permit shall complete an examination at the Shanghai International Travel Health Care Center.

3. Necessary documents:
(1) Original passport and the copy of passport page, visa page
(2) Four pieces of recent 2-inch, passport-quality forward-facing photos
(3) Photocopy of Admission Notice issued by SHU
(4) Completed “registration form for medical examination”
(5) Completed “Consent Form”
(6) Original physical examination certificate from home country
4. Attention: Students should not eat or drink within 5 hours of their blood test. (Except for water)
5. Collecting your report:
(1) In person: Four working days after the examination, applicant can collect report at window 2 of the Public Service Center in person with a valid passport and physical examination receipt.
(2) By courier: Applicants can also sign up for courier services to deliver their report to the appointed address four working days after the examination.

Section Three International Student Off-campus Internship Regulation
1. International student off-campus internships are supposed to be held according to the school regulation and teaching programs, with no labor remuneration (except for traffic and meal allowances).
2. Applicants should meet the below requests,
(1) Must be a registered full-time degree, exchange or advanced student studying at Shanghai University.
(2) Must attain a study type residence permit issued by Shanghai Exit-Entry Administration Bureau including an internship remark.
(3) Enrollment in only one internship per semester.
(4) The internship should be included in the teaching program and be relevant to the major of international student.
(5) No breaking Chinese laws or rules of Shanghai University during the duration of the internship.
3. How to Apply for an off-campus Internship?
(1) Submit teaching program with internship included and to CIE for approval. (Internship unit’s name and address in Chinese is required)
(2) Send the “International Student Internship Unit Guideline” to the relevant internship unit, receive an official stamp or seal from that unit, and submit the document back to CIE.
(3) CIE will inform the Shanghai Exit-Entry Administration Bureau of your internship information.
(4) After having been approved and recorded by the Bureau, applicant may get and from CIE. Applicant should submit passport, , fulfilled < visa and residence permit application form> to the Bureau.
If the applicant needs to apply for a study type residence permit at the same time, they should submit other related materials refer to Study Class Residence Permit
4. If there is any change of university or internship unit, the student should suspend their current internship and renew their remark of internship with updated information.
If there is any change of passport or residence permit, the student does not have to suspend their current internship, though they should reapply for the internship remark.
5. Period and fees
Fourteen working days is required to get approval for and a record of an international student off-campus internship, fourteen working days is required. To apply for the internship remark at Shanghai Exit-Entry Administration Bureau, seven working days is required. To apply for a study type residence permit and an internship remark at the same time, the Bureau will only charge for the residence permit, which is 400RMB/year. The application fee for an internship remark is 200RMB/time.
6. An internship that meets any of the below criteria is regarded as illegal employment:
(1)The internship is not recorded at Shanghai Exit-Entry Administration Bureau.
(2)The internship is not remarked on the student’s residence permit.
(3)The internship exceeds the range of period, address, unit or other information recorded on the student’s resident permit.
(4)A paid internship (except for traffic and meal allowance)
Illegally employed international students will be punished by the Shanghai Exit-Entry Administration Bureau according to the law.

Section Four Regulations for the Off-Campus Accommodation
Students who rent and live in the off-campus accommodation must operate accordance with relevant regulations.
1. Present the copy of Rental Contract to the International Students Affairs Office
2. Fill in the “Registration Form for Living Off-Campus” which should be approved and signed by the counselor of International Students Affairs Office.
3. The student must take these two documents and their passport to the local police station to register and get the “Registration Form for Temporary Residence”, otherwise the student’s residence will be considered illegal.
4. Submit a photocopy of “Registration Form for Temporary Residence” to the student’s counselor.
International student who want to terminate study ahead of time for any reason shall hold a document issued by the school and apply for a residence permit or X2 visa cancellation procedure at the Shanghai Exit-Entry Administration Bureau. If student leave school without such procedure completed, school will report to Exit-Entry Administration Bureau to cancel the residence permit in accordance to the law.
5. International students already living off-campus before completing course registration shall also complete the aforementioned registration procedures. The international student shall report to the International Students Affairs Office within 3 working days of an address change, otherwise the student will be regarded as extended stay and punished by local police.
